Former HHS Human Capital Director Joins Golden Key Group

As a senior advisor to the CEO, he will lead efforts to improve the government’s capacity to deliver human capital management services through innovative approaches.

Duncan is a retired Army Lieutenant Colonel, with over 35 years of operations, human resources and human capital management experience from his military service, private sector and government positions. Prior to HHS, Duncan led strategic workforce planning in the National Oceanic and Atmospheric Administration of the Department of Commerce.

As a leader in human resources and human capital management, Duncan places great importance on the people who make up every organization. It strategically considers the impact of a policy, process or technology on employees at the individual level to guide decision making. This approach has led to many professional successes. At HHS, Duncan oversaw the 15 percent increase in the department’s participation in the Federal Employee Perspective Survey, a huge rise rarely seen in an agency of this size.

Duncan joins other recent additions to GKG’s growing leadership team, including the company’s first president, Jeff fowler, its new Executive Vice President of Solution Optimization and Execution, Jd Walter, and its new vice president of shared and managed services, Jessica salmoiraghi.
