The governor said human capital development was a key part of his administration’s eight-point development agenda.

“The government decided from the outset of the NEC HOD program to take a full interest in it, not only as a means of advancing its own HCD program, but also as a means of ensuring that the benefits of this program cascade down to our people. at the base.

“Enugu State has established a State HCD Council with His Excellency, the Deputy Governor as Chairman and has appointed a State HCD Focal Person who also serves as Secretary of the HCD Council. Board members are drawn from the state House of Assembly, state executive council, state ALGON chapter, and other key human capital development players.

“The state HCD is active and meets regularly with occasional consultations with experts and other partners as needed.

“Our plan is to continue this process of engagement with all key stakeholders and partners with a view to placing the HCD program at the forefront of the state’s overall growth trajectory.

“The state action plan was developed using the parameters set by the national committee working group. The roadmaps of this action plan are regularly updated as we progress.

Governor Ugwianyi said that following the implementation of the action plan, members of the state technical committee from the pragmatic ministries of education, health and labor have been selected and trained.

“An HCD monitoring and evaluation team has been set up by the State Council, as part of the mechanism for monitoring HCD activities. We hope this team will play a key role in ensuring that the implementation processes go as planned and desired,” he said.

Ugwuanyi assured that the state government will play an active role, in order to achieve this lofty national goal of crusade to hoist Nigeria high in the global human capital development index.

“As a result, our State Council will work closely with you to ensure that HCD’s vision, priorities and key objectives are achieved in our State as soon as possible.

“A sustainable rise in our human capital development ranking is the desire of all of us. Therefore, our council will work hard to mobilize everyone,” he said.

She said: “The problem we have is that we haven’t really committed to how to build the capacity of our people.

“I am impressed with the caliber of people gathered here to think and think about how we can invest in our people.

“The federal government understands the need to invest in people to create a healthy nation and productive people.

“So we are doing two things here today engaging other stakeholders to be on the same page on the HCD program and the inauguration of the Enugu HCD Technical Committee which are the main drivers of the HCD in Enugu by the line ministries.

“That includes directors, permanent secretaries and those of economic planning,” Omenugha said.

She hinted that the state had done a lot on the HCD but faced the challenge of putting them together.

Omenugha urged the committee members to work as a team, imbibe the spirit of trust and hard work to take the state to the next level.

This included the formation (introduction) stage, the summit stage, where ideas are brought in. She explained that the team leader should resolve conflicts at the summit stage. The third step is the forming step. The team leader is expected to have a follow-up. There is a performance stage. Here the objectives and roles are now specified. This is done as a team. People need to understand their roles and the roles of others. The last step is a deferment step.

“When we work as a team, we will achieve our goals.”
